Seeds beat deferred items because they:
- Preserve WHY the idea matters (not just WHAT)
- Define WHEN to surface (trigger conditions, not manual scanning)
- Track breadcrumbs (code references, related decisions)
- Auto-present at the right time via new-milestone scan
